- Banjir bandang yang menimpa kawasan Parapat, Kecamatan Girsang Sipangan Bolon, Kabupaten Simalungun, Sumatera Utara, bukan bencana biasa. Bukaan lahan di wilayah daerah aliran sungai (DAS) Bolon Simalungun, diduga jadi faktor yang memicu. Lanskap ini pun masuk dalam Konsesi PT Toba Pulp Lestari (TPL).

- Hengky Manalu, Biro Organisasi dan Keanggotaan AMAN Tano Batak, menambahkan, terjadi peningkatan kebun kayu eukaliptus seluas 6.503 hektar di periode yang sama. Analisis ini membuktikan tutupan hutan yang hilang di 5 kecamatan tersebut sebagian besar berubah jadi bahan baku industri kertas dan bubur kertas.

DAS Bolon meliputi lima kecamatan, Girsang Sipangan Bolon, Dolok Panribuan, Pematang Sidamanik, Hatoguan, dan Jorlang Hataran.
Kajian Kelompok Studi dan Pengembangan Prakarsa Masyarakat (KSPPM), Aliansi Masyarakat Adat Nusantara (AMAN) Tano Batak dan Yayasan Auriga Nusantara, menyebutkan, terjadi pembukaan hutan signifikan selama 20 tahun terakhir di lanskap ini.
Rocky Suriadi Pasaribu, Koordinator Studi dan Advokasi KSPPM, menyebut, hutan alam di wilayah itu 10.348 hektar pada 2000, menyusut, tersisa 3.614 hektar pada 2023.
Periode 2005-2010, hutan hilang terbesar sekitar 2.779 hektar. Periode 2010-2025, terjadi pengurangan tutupan hutan sekitar 2.366 hektar.
Perubahan tutupan hutan ini, katanya, mempengaruhi daya tampung air hujan dan stabilitas tanah, yang berkontribusi terhadap banjir dan longsor. “Telah terjadi perubahan tutupan hutan per lima tahun di lima kecamatan di Simalungun,” katanya dalam pernyataan bersama, Rabu (19/3/25).
Hengky Manalu, Biro Organisasi dan Keanggotaan AMAN Tano Batak, mengatakan, terjadi peningkatan kebun kayu eukaliptus seluas 6.503 hektar pada periode sama. Analisis ini memperlihatkan, tutupan hutan hilang di lima kecamatan itu sebagian besar berubah jadi bahan baku industri kertas dan bubur kertas.
Kerusakan DAS Bolon ini diduga karena aktivitas TPL. Menurut dia, perusahaan milik taipan Sukanto Tanoto itu memiliki konsesi 20.360 hektar di sektor Aek Nauli, Simalungun, mencakup DAS Bolon.
Analisis tiga organisasi masyarakat sipil itu menunjukkan, deforestasi konsesi TPL sektor Aek Nauli periode 2000-2023 mencapai 6.734 hektar. Perubahan tutupan hutan alam ini yang mengakibatkan longsor dan banjir di Parapat.
Pemerintah daerah, katanya, lalai mengawasi tata ruang di DAS Bolon, termasuk pembukaan hutan.
Pemerintah Simalungun, katanya, harus mengambil langkah serius mengevaluasi tata ruang, terutama di wilayah rawan bencana, guna mencegah bencana serupa ke depan. Perubahan hutan oleh TPL juga harus jadi perhatian.
Dia bilang, harus ada tindakan tegas untuk menghentikan pembukaan hutan alam, dan memulihkan kawasan hutan kritis. “Jika langkah ini tidak diambil, risiko bencana akan terus mengancam,” ucap Hengky.
Apa kata TPL?
Salomo Sitohang, Corporate Communication Head TPL, membantah dan menolak tudingan aktivitas perusahaan menyebabkan banjir. Lokasi dan operasional TPL, katanya, justru tidak berdampak pada banjir bandang Parapat.
Hal ini terbukti pada kajian internal mereka. Pertama, Daerah Tangkapan Air (DTA) konsesi TPL Sektor Aek Nauli berada di timur laut, dengan elevasi 1.300 mdpl, aliran air bermuara ke Pantai Timur Sumatera. Sedangkan DTA lokasi banjir bandang berada di barat, elevasi 1.500 mdpl, aliran airnya bermuara ke Danau Toba.
Perbukitan Simarbalatuk Bangun Dolok, dengan elevasi 1.600 mdpl, memisahkan kedua DTA ini.
Kedua, kata Salomo, DAS Bolon di area kerja TPL tetapi aliran air menuju Bah Parlianan, bertemu dengan Bah Tongguran, lalu mengalir menuju Bah Bolon, sampai ke Kabupaten Batubara, dan bermuara ke Pantai Timur Sumatera.
Sedangkan banjir bandang masuk dalam DAS Asahan Toba yang mengalir langsung ke Danau Toba. Kedua DAS ini juga terpisahkan perbukitan Simarbalatuk Bangun Dolok.
Ketiga, posisi lokasi area kerja TPL Sektor Aek Nauli dengan lokasi banjir bandang Parapat berjarak 4,5 km. Sedangkan ke Sibaganding juga terkena banjir bandang, sejauh 3,6 km.
Salomo bilang, luas perizinan berusaha pemanfaatan hutan (PBPH) TPL di Simalungun sebesar 18.874 hektar. “TPL melakukan kegiatan operasional secara profesional dan bertanggungjawab,” katanya saat Mongabay hubungi, Kamis (20/3/25).
